- ApprovedThere are several Bay tree trunks that have become potentially dangerous in my opinion and they have moved at an angle and are now leaning against the stone wall bordering my garden and the pavement, and one is across my car port .I have cut the smaller branches to one of them which was overhanging the pavement,as it seemed worse than the rest, to reduce the weight and further wind damage and I have tied it back as shown in an attached photo. There are also photos of the base of a couple of the trees which show large gaps where the trunks has moved from.I have also included another photo of a dead trunk in the same vicinity which I also wish to remove.6 Warren Road Torquay TQ2 5TEReceived 30 Oct 2026Decided 04 Nov 2026TreesAT/2026/02962.07 km from centreTorbay council

- ApprovedLime Tree - Trunk 1 - SW side. General crown reduction 20% with selective additional thinning of any significant lateral branches that overhang Wellswood footpath. Trunk 2 - Self felled. To be cleared and logged. Trunk 3 - Central trunk - General crown reduction 25% to reduce wind exposure - See photo showing early sign of fungal infection following close/adjoined growth with Trunk 2. Requires therefore regular monitoring with possible future decision to top/fell. Trunk 4 - East/North East Growth. Evident disturbance to it's root system or surface uplift from the failure of trunk 2. - General crown reduction 20%. - PendingT1 - Oak Reason for works: T1 stands adjacent to a telecommunications pole in a restricted growing space and is overshadowed by larger neighbouring trees. Competition for light appears to have influenced its asymmetrical crown development. Branches extend towards and amongst the overhead BT telecommunications lines. Selective pruning is proposed to address this conflict and reduce the likelihood of further interference. Proposed works: Selectively shorten branches affecting the overhead BT telecommunications lines by approximately 1-1.5 metres, measured from the existing branch tips, pruning back to suitable lateral branches. Restrict pruning to the affected branches, retaining sufficient live foliage and preserving the tree's existing crown character as far as practicable. - PendingT1 Horse Chestnut - To prune back remove large primary stem showing significant signs of deterioration with a decline in vitality, bark/cambial die back and dead wood, back to main union divide. Reason: The horse chestnut is in a visible state of decline and exhibits significant physiological and structural defects, including extensive cambial dieback, visible stem cankers, and evidence of internal decay within the stem being removed. The lose of leaf within the crown compared to adjacent stem potentially indicates a progressive deterioration of the tree's vascular and structural integrity, reducing its ability to compartmentalise the main stem deadwood/decay wounds potentially affecting the stems stability. The presence of decay within the stem to be removed, combined with active canker lesions and declining vitality, increases the risk of stem failure and branch loss on the southern side of the tree. Given the extent of the defects and the potential risk posed to home owner and property, removal of the stem identified is considered both valid and the most appropriate management option.45 Braddons Hill Road East Torquay TQ1 1HBReceived 29 Sept 2026TreesAT/2026/02732.5 km from centreTorbay council

- PendingT1 - Western Red Cedar Proposed works: Fell Reason for works T1 is an established Western red cedar growing in exceptionally close proximity to an existing stone boundary wall. Photographic evidence indicates that the lower stem is in direct contact with the masonry, creating a physical conflict between the tree and the structure. Continued radial growth of the stem could exert further pressure on the wall, resulting in progressive displacement and deterioration of the masonry. The close relationship between the stem and the wall also restricts access for inspection, maintenance and necessary repairs. The tree's position presents a long-term management conflict. Crown reduction would not resolve the fundamental issue at the base of the tree, as it would not prevent continued radial stem growth. Felling is recommended as a permanent way to resolve the physical conflict between the tree and the boundary wall, prevent further interference from stem growth, and facilitate any necessary structural repairs. This recommendation is based primarily on the tree's unsuitable position relative to the existing structure and the limited practical options for a sustainable long-term solution. Based on its apparent size and maturity, it is possible that the tree was planted after the original Tree Preservation Order (TPO) was established.8 Ben Venue Close Torquay TQ1 1RXReceived 24 Sept 2026TreesAT/2026/02692.72 km from centreTorbay council
- PendingT1 Mimosa Proposed works: Fell Mature Mimosa situated within a confined residential garden in a Conservation Area, immediately adjacent to a masonry boundary wall and nearby buildings. The presence of Ganoderma fruiting bodies at the base of the tree indicates a potential wood-decay infection. The tree also exhibits an irregular crown with apparent dieback and is growing within a severely restricted environment. Its proximity to residential property, garden areas and the public highway increases the potential consequences of structural failure. Felling is proposed on the grounds of suspected basal decay, apparent crown deterioration and the tree's restricted location.Flat 1 Greenwood Torwood Gardens Road Torquay TQ1 1EQReceived 24 Sept 2026TreesAT/2026/02702.99 km from centreTorbay council
- PendingT1 - Holm Oak Recommended works: Establish a pollard framework by removing the three substantial lateral branches at the positions indicated by the red markings in Photograph 3. The proposed works are intended to reduce the extensive lateral crown and associated mechanical loading from the tree's pronounced lean, while retaining the tree. Cyclical management: Following establishment, implement a seven-year cyclical pollarding regime to manage regrowth, control crown size, and limit excessive loading on the retained framework. Inspect the developing pollard heads periodically, particularly during the initial establishment period, to assess shoot attachment, structural condition and physiological response. All works should be undertaken in accordance with BS 3998:2010, subject to confirmation that the proposed cutting positions and degree of crown removal are appropriate following an on-site assessment. The seven-year interval is the proposed management objective and should be reviewed based on the tree's regrowth and structural condition.8 Cecil Avenue Paignton TQ3 1LWReceived 24 Sept 2026TreesAT/2026/02711.69 km from centreTorbay council

- PendingT1 Monterey cypress: Selectively prune branches placing tension on the overhead telecommunications cable, cutting back to suitable lateral growth points and providing approximately 1 m clearance. Crown lift the road-facing crown to provide 5.2 m vertical clearance above the carriageway, measured from the road surface to the lowest remaining branch or foliage. Crown lifting should preferentially involve the shortening or removal of secondary branches. All pruning shall comply with BS 3998:2010. T2 Beech: Selectively prune branches contacting and placing tension on the overhead telecommunications cable, cutting back to suitable lateral growth points and providing approximately 1 m clearance. Avoid excessive crown thinning, indiscriminate reduction and unnecessary large-diameter pruning wounds. Retain the tree?s natural crown form. All pruning shall comply with BS 3998:2010. T3, T4 and T5 Pines: Fell to ground level. Entirely dead. Dead crown, no live foliage and clear evidence of total physiological failure. Retain the stumps. - ApprovedT001 - Mature Beech (Fagus sylvatica) Observations: Mature beech with a substantial fungal fruiting body present at the base of the stem, visually consistent with Ganoderma spp. Sounding of the lower stem with a sounding mallet produced a pronounced hollow response extending from the base to approximately 2 m above ground level on the road-facing side, indicating potentially significant internal dysfunction and decay within the lower main stem. The defect is located within the tree?s primary load-bearing region, where the main stem transfers crown loading into the root system. Decay or loss of sound wood in this area is therefore considered structurally significant. The full extent of internal decay and remaining residual wall thickness could not be quantified through ground-based inspection alone. The tree supports a large mature crown and is located immediately adjacent to a public highway, with pedestrians, moving and parked vehicles, and nearby residential properties within the potential failure zone. Recommendation: Dismantle T001 to near ground level. The recommendation is based on the presence of basal fungal decay, the pronounced hollow response extending approximately 2 m up the lower stem, and the location of the defect within the principal load-bearing region of the tree. These findings materially reduce confidence in the tree's long-term structural reliability. Although the tree provides significant local amenity value within the Conservation Area, this is considered outweighed by the extent and structural significance of the identified defects and the potential consequences of whole-tree or basal failure onto the adjacent highway and surrounding targets.Flat 1 Kingsbridge Greenway Road Torquay TQ1 4NJReceived 09 Sept 2026Decided 18 Oct 2026TreesAT/2026/02453.29 km from centreTorbay council

- ApprovedConservation area ref 1972.014 Tree Reference: T1 Magnolia. Proposed Work: Fell, dismantle, and completely remove. Justification Reasons: Proximity: The trunk is growing directly against the external wall of the two-storey house. Light Nuisance: The 5 metre tall and 3 metre canopy spread covers windows and severely restricts natural light. Structural Risk: The root system is right up against the property foundations, creating an immediate concern for structural damage. 10/09/26 Amendment to address further information required. The tree is believed to be no older than 40 years old and therefore not subject to any constraints of the 1972 Tree preservation order. There is no evidence of any previous pruning that may have effected the size of the trunk or rate of growth and no previous applications for work to be carried out on the tree on the planning system.Heanton Court Hunsdon Road Torquay TQ1 1QBReceived 07 Sept 2026Decided 18 Oct 2026TreesAT/2026/02432.76 km from centreTorbay council

- ApprovedConsent was granted under application reference AT/2023/0123; however, the approved tree works were not undertaken. A new application is therefore being submitted. T1 ? Lime: Pollard to the specified height to manage the risk associated with extensive decay and hollowing within the lower stem. Mallet sounding indicates that the hollow extends approximately 750 mm above the uppermost visible cavity. T2 ? Western red cedar: Fell to ground level due to its poor physiological and structural condition following historically inappropriate and excessively severe pruning. The previous pruning does not accord with current good arboricultural practice as set out in BS 3998:2010 and has left the tree with limited potential for satisfactory long-term retention. The tree has limited visibility from public vantage points, and its removal would therefore have little effect on the area's wider visual amenity. T3 ? Oak: Reduce the crown to suitable growth points near the former pollard points, retaining adequate live growth wherever practicable. The work is required to reduce crown dimensions and associated mechanical loading because the tree occupies a confined position immediately adjacent to a boundary wall. The crown is markedly asymmetrical due to suppression and shading from taller neighbouring trees.Aveland Court Aveland Road Torquay TQ1 3PTReceived 06 Sept 2026Decided 03 Nov 2026TreesAT/2026/02393.18 km from centreTorbay council
